Resumo
Este estudo visa examinar a etapa da formulação de políticas públicas no contexto das Smart Cities. Esta etapa, identificada como a segunda etapa do Ciclo de Políticas Públicas, destaca-se pela análise de alternativas e pela definição de soluções viáveis para desafios urbanos complexos. Este processo envolve múltiplos stakeholders, fomentando a governança colaborativa e a participação cidadã, que se estabelecem como elementos fundamentais do paradigma da Governança Pública. Num segundo momento, analisa-se o conceito de Smart City, incluindo as seis dimensões definidas por Giffinger et al. (2007). A nível metodológico, recorremos a uma revisão de literatura abrangente orientada pela relevância das referências para o domínio científico e, também, pela diversidade dos autores, sem nunca descurar a atualidade das obras selecionadas. Por fim, é apontada como limitação ao estudo a escassez de literatura académica em Portugal que faça a conexão entre as Smart Cities e a Administração Pública, sublinhando a necessidade de aprofundar a investigação nesse campo. Concluímos que, as políticas públicas de Smart Cities, alinhadas ao paradigma da Governança Pública, são essenciais para explorar as potencialidades dos territórios e atender às necessidades da população, garantindo um planeamento urbano eficiente e sustentável e uma melhoria da qualidade de vida dos cidadãos.
